The STCW Convention sets the minimum safety training standards for seafarers across more than 150 countries. In Australia, AMSA is the authority responsible for approving and overseeing all STCW training. When you complete an AMSA-approved STCW course, you receive both a nationally recognised qualification and an internationally accepted certificate that opens doors to commercial vessel work around the world.

Who Needs AMSA STCW Basic Safety Training?

Anyone taking up a paid crew role on a commercial vessel in Australia needs to hold AMSA STCW Basic Safety Training. That covers a broad range of vessel types and roles, including:

What Does AMSA STCW Basic Safety Training Cover?

AMSA STCW Basic Safety Training is built around five mandatory modules set by the IMO (International Maritime Organization). These modules apply universally — no shortcuts, no skipping, no substitutes. Every one must be completed in full.

Module 1 – Personal Survival Techniques

Practical in-water training covering what to do if a vessel goes down. You'll practise lifejacket use, survival positions, emergency signalling, and managing yourself in open water under pressure.

Module 2 – Basic Fire Prevention and Firefighting

Hands-on firefighting in realistic vessel fire scenarios. Trainees work with fire hoses, breathing apparatus, and extinguishers — this is live practical work, not a classroom simulation.

Module 3 – Elementary First Aid

Managing medical emergencies at sea when professional help is not close. Covers CPR, injury management, and responding to incidents in a remote maritime environment. If you already hold a current HLTAID011 (within 3 years) and HLTAID009 (within 12 months), you may qualify for an exemption from this module.

Module 4 – Personal Safety and Social Responsibilities

Understanding your legal role on board — chain of command, emergency procedures, safe working practices, and your rights and responsibilities under maritime law.

Module 5 – Proficiency in Maritime Security Awareness

Security protocols for commercial vessels — how to recognise and report potential threats, manage access control, and fulfil your responsibilities in maintaining vessel security.

How Long Does AMSA STCW Basic Safety Training Take?

The course is delivered over 5 days, using a blended learning approach that combines online study with face-to-face practical training.

Before your course starts, you'll receive login details for the aXcelerate student portal 1–2 weeks in advance. This lets you complete the required online components before arriving for practical training.

Online and Blended Units (completed before or alongside face-to-face sessions)

  • MARF037 – Vessel Security Procedures (Security Awareness Training): Completed fully online prior to attending the course.

  • MARF041 – Personal Safety and Social Responsibility (PSSR): Completed partially online, followed by a 2-hour classroom session covering scenarios, safety discussions, and practical application.

  • HLTAID011 – Provide First Aid: Completed partially online, followed by a 2-hour face-to-face practical session where you demonstrate CPR and first aid skills.

Face-to-Face Practical Training (delivered in person)

  • MARF046 – Survive at Sea / Personal Survival Techniques (PST): A full day of classroom theory and practical in-water survival exercises.

  • MARF035 – Basic Fire Prevention and Firefighting: A full day of theory and live firefighting practicals using real equipment.

The practical elements — sea survival and live firefighting — cannot be completed online. Any provider claiming a fully online AMSA STCW course is not running an AMSA-approved program.

What Qualifications Do You Walk Away With?

Completing your AMSA STCW Basic Safety Training course earns you two separate documents:

1. STCW Statement of Completion Certificate

Your internationally recognised STCW certificate, accepted by maritime employers worldwide. You can use this immediately after finishing the course to pursue work on commercial and international vessels — including superyachts. It's also the document you need to apply to AMSA for your physical Certificate of Safety Training (CoST) card.

2. Nationally Recognised Statement of Attainment

A Statement of Attainment under the MARSS00033 Safety Training Certification Skill Set, covering:

  • HLTAID011 – Provide First Aid

  • MARF035 – Fire prevention and firefighting

  • MARF037 – Vessel security procedures

  • MARF041 – Personal safety and social responsibility

  • MARF046 – Survive at sea in the event of vessel abandonment

How Do You Apply for Your AMSA CoST Card After Completing STCW?

Your STCW Statement of Completion Certificate is issued on course completion. To get your physical AMSA CoST card, you then apply directly to AMSA using Seafarer Form 419.

Applying from Within Australia:

Lodgements are made in person at a participating Australia Post outlet. Bring your completed paperwork and the application fee.

Applying from Overseas:

Send your completed application to STCW.applications@amsa.gov.au — AMSA will follow up with instructions on paying the fee online.

AMSA STCW for Australian Work vs. International Work

The document you need depends on where you plan to work.

Australian-Flagged Vessels in Domestic Waters

You need the physical AMSA CoST card — the certificate issued by AMSA following your application. This is the legal requirement for Australian-flagged commercial vessel operations.

Foreign-Flagged Vessels and International Superyachts

Your STCW Statement of Completion is sufficient. It's accepted by foreign-flagged vessels and internationally operating Superyachts — and because it's issued immediately on course completion, you don't have to wait on AMSA card processing before applying for work.

Sydney Maritime Institute delivers AMSA STCW Basic Safety Training through Superyacht Crew Academy (RTO 91462), with training spread across three locations on Sydney's Northern Beaches:

  • Classroom theory sessions: Unit 5a/4 Skyline Place, Frenchs Forest NSW 2086

  • Live firefighting practical: NSW Mines Rescue Facility Argenton

  • Sea survival practical: Warringah Aquatic Centre

Who Can Enrol?

AMSA STCW Basic Safety Training is designed for new entrants to the maritime industry. No prior experience or existing qualifications are needed. You do need to be:

  • 16 years of age or older

  • Reasonably fit — the course involves swimming, firefighting drills, and physical survival exercises

  • Able to communicate comfortably in English

  • In good general health

Colour vision deficiency won't prevent you from completing the course, though it may limit eligibility for certain officer-level roles down the track.

What's the difference between AMSA STCW and the CoST?

STCW is the international standard — the framework that defines what training seafarers must complete. AMSA is Australia's approved authority for delivering and recognising that training. When you complete an AMSA-approved STCW course, you receive your STCW Statement of Completion. You then apply to AMSA for your physical Certificate of Safety Training (CoST) card, which is the document required for work on Australian-flagged commercial vessels.

Does AMSA STCW Basic Safety Training expire?

There's no single expiry date on the certificate itself, but individual components — first aid, sea survival, and firefighting — each carry their own currency requirements. Is it possible to complete AMSA STCW training fully online?

No. Classroom-based theory can be supported online, but the practical modules — sea survival and live firefighting — must be done in person. A provider advertising a fully online AMSA STCW course is not offering a legitimate AMSA-approved program.

Can I skip the First Aid module?

If you currently hold an HLTAID011 – Provide First Aid (completed within the past 3 years) and HLTAID009 – Provide Cardiopulmonary Resuscitation (completed within the past 12 months), you may be eligible for an exemption.
